Spain has reactivated its electric vehicle (EV) subsidy programme Moves III, retroactive to January 2025, and injected an additional €400 million to fund the scheme through the end of the year, the government announced.
The renewed subsidy programme provides up to €7,000 for individuals purchasing battery-electric or hydrogen cars, while commercial vehicles are eligible for subsidies of up to €9,000, depending on type and range. Plug-in hybrids with more than 90 km of electric range qualify for the full amount, and those with 30–90 km range can receive up to €5,000. Smaller subsidies apply to electric motorbikes, tricycles, and light electric vehicles.

The Ministry of Economy and Finance (MITECO) said the decision ensures “that no vehicle purchase or charging station installation is left without support,” as it works to maintain momentum in the country’s green mobility transition.
Originally launched in 2021, Moves III has now received €1.735 billion in total funding after several expansions, including a significant €400 million top-up in December 2022 and further increases in 2024. The programme was due to expire at the end of 2024, and Spain had signaled plans for a structural overhaul. However, delays caused by last year’s severe floods prompted the government to extend the existing framework instead.

The scheme’s past inefficiencies had drawn criticism, particularly for long payout delays that in some cases stretched up to two years. Despite this, the government is moving ahead with the current format for the remainder of 2025.
Alongside the subsidy extension, the 15% income tax deduction on EV purchases introduced in 2023 has also been prolonged. The measure allows individuals to deduct up to €20,000 from their taxable income, offering further incentive for private buyers.

In June 2023, Spain amended Moves III to widen eligibility, allowing subsidies for used EVs less than a year old and increasing the number of vehicles a single applicant can claim from 50 to 250 units. This change was aimed at accelerating the renewal of public and commercial fleets, with dealerships also permitted to sell more demo vehicles under the programme.
