Kyiv is preparing a significant expansion of its electric vehicle charging infrastructure, with city authorities currently assessing approximately 6,500 potential locations that could eventually support around 13,000 charging points across the Ukrainian capital.
The initiative was announced by Kostjantyn Usov, Deputy Head of the Kyiv City State Administration (KMDA), during the Elektroperspektive 2026 forum.
According to city officials, the project is designed to support the growing adoption of electric vehicles while creating new opportunities for private investment in urban infrastructure.
Mapping Future Charging Locations
The Kyiv City Administration has launched a comprehensive assessment programme to identify suitable locations for future charging infrastructure deployment.
Authorities are evaluating approximately 6,500 sites throughout the city, with the goal of developing charging facilities capable of serving around 13,000 parking spaces.
The assessment process includes analysing available grid capacity, connection opportunities and other technical requirements necessary for reliable charging operations.
Transparent Investment Framework
Once the evaluation phase is completed, approved locations will be offered to investors through Ukraine’s public auction platform, Prozorro.Sale.
The city plans to allocate site usage rights through a transparent competitive bidding process designed to attract private-sector participation while ensuring efficient infrastructure development.
Municipal parking operator Kyivtransparkservice will coordinate the initiative alongside electricity network operators and other relevant organisations to ensure the selected sites meet technical and operational requirements.
Focus on Structured Development
City officials emphasised that the expansion is intended to follow a coordinated strategy rather than an unplanned rollout.
Usov said the administration aims to ensure charging infrastructure growth aligns with both technical feasibility and actual market demand.
“We want the development of the network not to take place chaotically, but on the basis of technical calculations and real demand.”

Supporting Ukraine’s EV Transition
The planned expansion forms part of broader efforts to promote electromobility in Kyiv and improve access to charging infrastructure for current and future electric vehicle owners.
A larger charging network could help reduce barriers to EV adoption while supporting the development of cleaner urban transportation.
The project is also expected to attract additional investment into the city’s infrastructure sector through public-private cooperation.
Timeline Yet to Be Confirmed
While planning and analysis activities are already underway, city authorities have not yet announced a detailed implementation schedule.
The pace of deployment will depend on the completion of technical assessments, investor participation and broader conditions affecting infrastructure development in Ukraine.
Despite these uncertainties, the initiative represents one of the most ambitious urban charging infrastructure planning programmes currently under consideration in Eastern Europe, positioning Kyiv for future growth in electric mobility.
