TIER IV, a developer of open-source autonomous driving software, has partnered with Nihon Kotsu, Tokyo’s largest taxi operator, to launch a data collection project aimed at advancing AI development for self-driving vehicles. The initiative, which began in February 2025, utilizes taxis equipped with TIER IV’s Data Recording System (DRS) to gather large-scale driving data for improving autonomous driving technology.

The project, which aligns with Japan’s broader efforts to introduce Level 4 autonomous driving, started with five taxis operating in Greater Tokyo, with plans to expand to 20 vehicles. The data collected will be shared with industry partners to refine AI models, focusing on safety and ride quality enhancements.

Shinpei Kato, founder and CEO of TIER IV, highlighted the project’s objectives, stating, “The data collected through this collaboration will contribute to the development of autonomous driving AI, supporting the advancement of robotaxi services and software-defined vehicles (SDVs).”

TIER IV and Nihon Kotsu have worked together on autonomous driving projects since 2018, formalizing their collaboration in July 2024. Previous efforts have included a robotaxi proof of concept integrating ride-hailing technology and operational support systems. These projects have also received government backing as part of Japan’s digital transformation initiatives in mobility.

Future plans include pilot tests for expanding robotaxi services across Japan. Initially, the services will operate under a mobility hub model with safety drivers present to oversee operations. The insights gained will support the development of autonomous driving frameworks and further integration of self-driving technology into commercial transport.
