The Government of Kinshasa, capital of the Democratic Republic of the Congo (DRC), has signed a Memorandum of Understanding (MoU) with Vietnamese conglomerate Vingroup to collaborate on large-scale urban projects and green mobility initiatives. The partnership targets a riverfront real estate development, gradual electrification of more than 30,000 vehicles, and the establishment of an electric bus network and supporting charging infrastructure.

VinFast, Vingroup’s automotive unit, will provide vehicles to support Kinshasa’s plan to replace over 300,000 fossil-fuel vehicles with electric alternatives. The company manufactures electric cars, buses, motorbikes, and scooters—including battery-swapping models—and will assist in the operation of electric Bus Rapid Transit (BRT) routes. The city has pledged to allocate land to support the necessary charging infrastructure for the transition.

The proposed urban development spans approximately 6,300 hectares between the southern bank of the Congo River and the northern area of N’djili International Airport. Plans are expected to include residential zones, villas, apartments, hospitals, schools, shopping centres, hotels, entertainment complexes, and a future administrative district. Vingroup aims to create a modern urban centre that serves residents, attracts tourists, and “becomes a symbol of the city’s progress,” according to the company.

Daniel Bumba Lubaki, Governor of Kinshasa, stated: “We welcome Vingroup’s presence in Kinshasa. With its extensive international experience in urban development, housing, and infrastructure, we believe this partnership will mark a significant milestone — paving the way for a more modern, sustainable, and vibrant urban future for the people of Kinshasa.”

Vingroup has pursued international expansion through partnerships across Asia, the Middle East, and the Americas, including deals in the Philippines, Mexico, and Abu Dhabi, leveraging both its real estate and electric vehicle expertise. The Kinshasa project represents a strategic step in the company’s global growth and the city’s sustainable development ambitions.
