Chinese autonomous driving technology company Momenta has obtained a permit to conduct road testing and demonstration operations for intelligent connected vehicles in Wuxi, Jiangsu Province, expanding its footprint in one of China’s key autonomous driving markets.

The approval formalizes the company’s activities in the city after it began autonomous vehicle testing there in January.

Expanding Autonomous Driving Network

With the latest authorization, Wuxi becomes the newest city in Momenta’s growing network of locations supporting high-level autonomous driving demonstrations.

The company said the expansion aligns with its broader strategy to deploy advanced autonomous driving technologies across additional cities and international markets throughout 2026.

Momenta plans to focus on validating autonomous driving systems in increasingly complex traffic environments while also expanding public mobility services.

Reinforcement Learning-Based Technology

Earlier this year, Momenta introduced a new autonomous driving architecture built around its “R7” reinforcement learning world model.

The technology is now being applied in the company’s Level 4 (L4) autonomous driving programs.

According to Momenta, the system is designed to improve vehicle decision-making and navigation capabilities in challenging real-world conditions.

The company believes reinforcement learning and world-model technologies will play an increasingly important role in scaling autonomous mobility services.

Strategic Partnerships

Momenta has established partnerships with several global mobility and automotive companies to accelerate commercial deployment.

Its partners include ride-hailing and mobility platforms Uber, Grab, Lumo and Xiangdao Mobility, as well as automaker Mercedes-Benz.

The collaborations are focused on expanding autonomous driving services and bringing self-driving technologies to larger customer bases.

International Expansion Plans

Momenta currently operates Robotaxi services in Shanghai and Suzhou in China, as well as in Munich, Germany, and Abu Dhabi in the United Arab Emirates.

The company said it plans to further expand autonomous driving operations into additional European markets, while also targeting Singapore and Japan for future deployment.

The latest testing permit in Wuxi represents another step in Momenta’s efforts to scale high-level autonomous driving services both domestically and internationally as competition intensifies in the global robotaxi sector.
