China’s new energy vehicle (NEV) ownership rose to 36.89 million units by the end of June 2025, representing 10.27% of total vehicle ownership nationwide, according to data released Monday by the Ministry of Public Security (MPS). The figure marks continued progress in the country’s shift toward cleaner transport, up from 8.9% at the end of 2024.

NEVs in China include battery electric vehicles (BEVs), plug-in hybrid electric vehicles (PHEVs), and fuel cell vehicles. As of June, BEVs accounted for 25.54 million units, or 69.23% of total NEV ownership. This represents a slight decline from the 70.34% share recorded at the end of 2024, suggesting faster growth in PHEV adoption during the first half of 2025.

In the first six months of 2025, 5.62 million NEVs were newly registered across China, a 27.86% year-on-year increase. These accounted for 44.97% of all new vehicle registrations, highlighting strong consumer demand and continued policy support for low-emission vehicles.

China’s total vehicle fleet reached 359 million units at the end of June. Since surpassing the 10 million NEV milestone in mid-2022, the country has added over 26 million units in just three years. The NEV fleet exceeded 20 million by the end of 2023 and crossed the 30 million mark by the close of 2024.

Vehicle registrations in the first half of the year totaled 12.5 million, a modest 0.68% increase compared to the same period in 2024. Among cities, Chengdu, Beijing, and Chongqing each have more than 6 million vehicles on the road. Suzhou, Zhengzhou, Shanghai, and Xi’an each exceed 5 million vehicles.

China also reported a total of 550 million licensed motor vehicle drivers, with car drivers making up 515 million, or nearly 94% of the total. In the first half of 2025, 12.58 million new driver’s licenses were issued.

The latest figures underscore both the growing presence of NEVs in China’s transportation landscape and the emerging role of PHEVs in the country’s decarbonization strategy.
