AVL and Saudi electric vehicle manufacturer CEER have signed a letter of intent to expand their partnership, strengthening cooperation on electric vehicle development and supporting the growth of Saudi Arabia’s automotive industry.

The agreement, signed during the Private Sector Forum (PIF), broadens the companies’ existing collaboration and covers multiple stages of vehicle development.

Partnership Covers Full EV Development Process

Under the expanded agreement, AVL will support CEER across the complete vehicle development cycle, including high-voltage system integration, simulation, testing, validation, and homologation.

AVL said the collaboration is intended to accelerate the development of new electric vehicles while helping bring them to market more efficiently.

The partnership also aims to promote technology transfer and support the creation of local engineering and manufacturing capabilities in Saudi Arabia, in line with the country’s Vision 2030 economic diversification strategy.

CEER Targets First Production Models in 2026

James DeLuca, Chief Executive Officer of CEER, described the expanded collaboration as an important step toward establishing a comprehensive automotive ecosystem in Saudi Arabia.

He also confirmed that the company plans to introduce its first production vehicles by the end of 2026.

AVL said the agreement provides a framework for jointly developing next-generation electric vehicle technologies while supporting the industrialization of Saudi Arabia’s automotive sector.

Expanding International Partner Network

CEER was established in 2022 by Saudi Arabia’s Public Investment Fund (PIF) and electronics manufacturer Foxconn.

The company plans to manufacture electric vehicles in Saudi Arabia using platforms developed by Foxtron, Foxconn’s electric vehicle joint venture.

To support its vehicle programs, CEER has also partnered with engineering company FEV to help develop a domestic automotive supplier ecosystem and with Rimac for electric powertrain technology.

The new agreement adds AVL to CEER’s growing network of international technology partners.

Focus on Electromobility

AVL is active in the development of electric powertrains, battery-electric vehicle technologies, and testing and simulation systems for the automotive industry.

The company is also a partner in the recently launched eMOTION Lab at TU Wien, where industry and academic researchers are collaborating on next-generation power electronics and electric drive technologies.
