The New York State Energy Research and Development Authority (NYSERDA) has announced an expansion of its Truck Voucher Incentive Program (NYTVIP), adding $53 million in new funding to support the purchase or lease of zero-emission equipment and vehicles, including those used in agriculture, construction, rail, and warehouse operations.
The expanded program, which will be open for dealer applications starting July 14, extends eligibility to a broader range of non-road equipment and Class 3 vehicles powered by battery-electric or hydrogen fuel cell technologies. Commercial and municipal fleet operators across the state will be able to apply for vouchers starting in August to offset the cost of qualifying medium- and heavy-duty vehicles and non-road machinery.
Eligible equipment includes terminal tractors, construction vehicles, large forklifts, freight locomotives, airport ground support, and transport refrigeration units. The program offers up to $340,000 for a battery-electric truck, $425,000 for a fuel cell electric truck, and up to 45% of the base cost for non-road equipment. Fleet operators must commit to reporting vehicle usage for at least three years and may also combine incentives with other state or federal funding sources.
“This expansion of the New York Truck Voucher Incentive Program will help more fleet owners and operators across the state realize the benefits of using cost-effective and quiet zero-emission powered equipment and medium-and heavy-duty trucks,” said NYSERDA President and CEO Doreen M. Harris. “Together with the private sector, we can accelerate the shift to cleaner, more affordable transportation that is healthier for all.”
Department of Environmental Conservation Commissioner Amanda Lefton emphasized the state’s long-term environmental goals: “By expanding New York’s Truck Voucher Incentive program, manufacturers will have additional incentives to support zero-emission medium- and heavy-duty equipment and vehicles for the agriculture and construction sectors, among others. Despite the current federal administration’s efforts to erode certainty in the ongoing transition to cleaner vehicles, New York State will continue to act to protect our air, lands, and waters.”
Additional bonus incentives will be made available for small fleets and operators working in disadvantaged communities as defined by New York’s Climate Justice Working Group, with up to $385,000 per vehicle available for transit bus purchases.
