As the UK’s Zero Emission Vehicle (ZEV) mandate consultation nears its conclusion, Asif Ghafoor, CEO of national EV charging network Be.EV, has emphasized the importance of a consistent approach to the transition toward electric vehicles (EVs). Ghafoor suggests that automakers’ concerns reflect the challenges of adapting to industry changes.

“It’s not surprising that carmakers are raising concerns,” Ghafoor said. “Market shifts often bring challenges for established businesses. The transition to EVs represents a significant change, and companies must navigate this evolving landscape.”

Ghafoor believes that UK and European automakers have had time to prepare for the shift to EVs and notes that the mandate’s requirements have been anticipated for some time. “The ZEV mandate has been discussed for years, providing the industry with time to adapt,” he said.

The ZEV mandate requires an increasing percentage of new vehicles sold in the UK to be zero-emission. Some automakers have expressed concerns about meeting these targets, citing market conditions and infrastructure readiness. Ghafoor, however, maintains that the transition is progressing and should remain on course.

“There are now more EV options, expanded charging infrastructure, and decreasing costs,” he said. “The UK remains a leading EV market in Europe, and maintaining momentum is important.”

Ghafoor also noted that the existing framework for the ZEV mandate has been effective and suggested that ongoing consultations should provide clarity rather than uncertainty for consumers considering EV adoption.

“The government should offer a clear and consistent strategy,” he said. “Discussions about potential changes can create uncertainty among consumers.”

Additionally, he highlighted the role of regional authorities in supporting EV adoption. “Local governments can implement policies tailored to their specific needs,” he said. “By taking initiative, they can enhance infrastructure, generate employment, and contribute to economic growth.”
