Taiwanese solid-state battery manufacturer ProLogium has officially begun construction of its first overseas cell factory in Dunkirk, northern France, advancing a project first announced in 2023.
The groundbreaking ceremony took place near the English Channel coast following the receipt of environmental permits and construction approvals last year. The facility, referred to as “Fab 1,” will produce fourth-generation lithium-ceramic solid-state batteries with an initial annual capacity of 0.8 gigawatt-hours (GWh) when Phase 1 is completed in 2028.

Drawing on experience from its 3 GWh plant in Taoyuan, Taiwan, ProLogium plans to expand output in stages. Capacity is scheduled to increase from 2029, reaching 4 GWh annually by 2030 under Phase 2. By 2032, the plant’s full capacity is expected to reach 12 GWh per year. The site also includes reserved land at the port of Dunkirk, enabling potential long-term expansion to as much as 48 GWh annually, depending on market demand.
The company said the location was selected for its strategic European position and strong logistics links, including access to seaports, inland waterways, rail and road networks. The region has attracted several battery manufacturers, including Verkor, which began operations in Dunkirk in December 2025, as well as nearby facilities operated by AESC in Douai and Automotive Cells Company in Douvrin.

While Vietnamese electric vehicle manufacturer VinFast is currently the primary customer for cells produced at ProLogium’s Taoyuan facility, no anchor customer has yet been publicly identified for the Dunkirk plant. Since 2024, more than 750,000 solid-state battery cells have been produced in Taiwan, according to the company.
“This groundbreaking marks a pivotal step from innovation to scalable manufacturing,” said Vincent Yang, Founder and CEO of ProLogium. “Building on our proven production experience, we are bringing our mass-production platform to Europe and will build the Dunkirk lines with a platform mindset—from equipment installation and process windows to quality systems—to ensure consistent, industrial-scale output.”

French President Emmanuel Macron welcomed the investment, stating: “ProLogium has chosen France, and specifically Dunkirk, to establish its first electric battery gigafactory in Europe. This is a source of French pride, creating jobs in the Dunkirk area and supporting the decarbonization of our economy. As we have done for ProLogium, we will continue, with consistency, to enhance the attractiveness of France and our territories for future industries. This is an issue of French and European sovereignty, as well as an economic, social, and climate imperative.”
