The administration of Barcelona has launched a four-year subsidy program aimed at replacing combustion-engine mopeds with electric models, as part of broader efforts to reduce urban emissions and promote cleaner mobility.
The initiative, backed by a budget of €15 million, is designed to support the introduction of up to 20,000 electric mopeds across the city while also expanding the infrastructure needed to support them.
Since March 1, 2026, buyers of L1e-B category electric mopeds—vehicles with a maximum speed of up to 45 kilometers per hour—have been eligible for a one-time subsidy of €600. To qualify for the incentive, applicants must provide proof that an existing petrol- or diesel-powered moped has been scrapped. Both individuals and organizations based in the city are eligible to apply.
According to the city administration, applicants are required to submit only two documents: the purchase invoice for the electric moped and confirmation that the combustion-engine vehicle has been dismantled.
In addition to vehicle subsidies, the program also prioritizes the expansion of battery-swapping infrastructure for electric mopeds and motorcycles. Barcelona plans to allocate nearly €3 million over four years to support the installation of battery-swapping stations across the city, with 64 new locations scheduled to be established during the program period.
Barcelona, which has a population of about 1.73 million residents, currently has roughly 32,000 registered mopeds. Around 8,000 of those vehicles are electric, while approximately 24,000 still rely on internal combustion engines.
The subsidy scheme forms part of the city’s broader Barcelona Climate Plan, under which authorities plan to invest €1.8 billion in climate mitigation and adaptation projects by 2030. The initiative aims to improve public health and accelerate the transition toward lower-emission transportation while reducing carbon dioxide emissions significantly in the coming years.
