SPIE CityNetworks, in partnership with Flash, has been selected by the Syndicat Territoire d’Énergie Pyrénées-Atlantiques (STDEPA) to develop and operate the Oscéa 64 electric vehicle charging network in south-west France. The project will see the installation of 658 new charging points across 138 municipalities, with the first operational units expected in 2026.
The French subsidiary of SPIE will oversee the full lifecycle of the project — from network design, installation, and commissioning to long-term maintenance — under a 15-year concession.

Charging stations will range in power output from 22 kW to 300 kW, catering to both everyday users and long-distance travelers. The rollout is set to begin in January 2026, with the first phase scheduled for completion by 2028.
Drivers will be able to locate and access the new stations through a dedicated mobile app, which will also allow them to check availability and manage payments. Sessions will be payable by bank card, mobile app, or operator cards, with no subscription required. The Oscéa 64 network will integrate around 250 existing chargers from the MobiVE network, creating a total of over 900 public charging points across the region.

The initiative follows a 2024 public tender launched to expand the region’s EV infrastructure and meet rising demand from both residents and tourists.
